NOTICE

REQUEST FOR QUALIFICATIONS

Sealed proposals will be received by the Township Clerk for Construction Engineering and Inspection Services on behalf of the Township of Chatham, on July 16, 2026 at 11:00 a.m., prevailing time, or soon after as the matter can be reached, in the Township Committee Chambers, Municipal Building, 58 Meyersville Road, Chatham, New Jersey, 07928, for the following service:

  • Construction Engineering and Inspection Services for Safe Routes To Schools (SRTS) Federally Funded Project Shunpike Road Sidewalk – Falmouth Road to Pine Street

Requests for Qualifications are available on file in the office of the Township Clerk, Municipal Building, 58 Meyersville Road, Chatham, New Jersey, 07928, where same may be obtained during business hours between 9:00 AM to 3:00 PM.

Each proposal must be enclosed in a sealed envelope bearing the name and address of the proposer on the face of the envelope and clearly marked with the name of the service being submitted for consideration.  Proposals must be submitted at the time and place above specified.  Proposals will be accepted by mail or in person at the time specified.  No Proposal, either by mail or in person, will be accepted after the date and hour specified.  In the case of mailed Proposals, the Township assumes no responsibility for bid proposals received after the date and time specified.  Proposers must submit one (1) original, hard copy of both the Statement of Qualifications and the Fee Proposal.  The State of Qualifications and Fee Proposal must be provided in separate envelopes.   Construction is anticipated to start in the spring of 2027. 

Bidders are required to comply with all relevant Federal and State Statutes, Rules and Regulations including but not limited to the applicable provisions of Title VI of the Civil Rights Act of 1964, as amended (42 USC 2000d-2000D-4A), the discrimination and affirmative action provisions of N.J.S.A. 10:2-1 through 10:2-4, the New Jersey Law against Discrimination, N.J.S.A. 10:5-1, et seq., the rules and regulations promulgated pursuant thereto, the State requirement for bidders to supply statements of ownership (N.J.S.A. 52:25-24.2) and the State requirement for submission of the names and addresses of certain subcontractors (N.J.S.A. 40A:11-16).

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.

The Township Committee reserves the right to waive any informalities and reject any and all proposals. Proposers shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.

All final awards shall be made by resolution adopted by a majority of the Township Committee based upon the proposals made to the Township that have been determined to be the most advantageous to the Township.
